Buyout or Copout?

Government/DOTC declares MRT3 buyout by purchasing the controlling shares in the MRTC, however they really cannot complete the buyout as they cannot afford it.

The executives of Department of Transportation and Communications (DOTC)private partner MRT Holding Corp. (MRTH) and its subsidiary MRT Corp. (MRTC) says it all. They are of a different opinion, saying that the problems besieging the MRT-3 System, such as long queues, frequent train breakdown, among others, are attributed to the over-all deteriorating condition of the MRT-3 system due to poor maintenance by the current maintenance provider hired by DOTC. DOTC declares failed bidding for MRT-3 maintenance contract

No bidders showed up for the bidding of the P2.2 billion maintenance contract of the Metro Rail Transit-3 (MRT-3), forcing the Department of Transportation and Communications (DOTC) to declare a failure of bidding. The spokesman of MRT-3 and Light Rail Transit Authority (LRTA), Hernando Cabrera, said they will review the terms of the three-year maintenance contract due to several issues raised by the prospective bidders.
